The Fair Housing Act, enacted on April 11, 1968, was adopted to prohibit discriminatory housing practices, undo racial segregation patterns, and provide equal access to housing opportunity for all. In Portland, the combined Federal, State, and local civil rights laws protect people from housing discrimination based on race, color, national origin, religion, gender, familial status, disability, marital status, sexual orientation, source of income, military status, gender identity, ethnicity, or history of domestic violence, stalking, or sexual assault. The City of Portland not only continues to invest in affordable housing for impacted communities, and to push for fair housing enforcement, education and testing, but commits to strategies that prevent unfair displacement. Handling about 600,000 calls each year, Portland 9-1-1 has earned elite recognition as an Accredited Center of Excellence (ACE) in emergency medical dispatch. This places the Portland Bureau of Emergency Communications (BOEC) among the top 10% of 911 agencies, reflecting a commitment to high-quality, lifesaving care from the moment a call is answered. "This accreditation is a testament to the hard work and dedication of our team – from the frontline call takers and dispatchers to the supportive efforts of the quality assurance, training, and leadership teams," said BOEC Interim Director Steve Mawdsley. To be an ACE agency, BOEC had to meet 20 points of accreditation and undergo a rigorous process of aligning its operations with industry best practices, including implementing advanced medical protocols to ensure a consistent standard of care for every caller and patient. To maintain the designation, BOEC must report its performance quarterly and maintain the accredited performance level. Overdoses claimed 640 lives in Multnomah County last year; most involved fentanyl. For comparison, overdoses killed roughly 3 times more people than Alzheimer's, 4 times more than suicide, and 16 times more than traffic crashes. CHAT's mission is to bring that number down. CHAT stands for Community Health Assess and Treat. They're a specialized team created by Portland Fire & Rescue to focus on overdose calls. CHAT also responds to other medical calls that don't need a fire engine and crew. As part of a novel approach to overdose response, CHAT has also pioneered a groundbreaking program known as MOUD (Medication for Opioid Use Disorder). MOUD (pronounced "mood") has two goals. First, save lives by responding to drug overdoses. Second, help those users who they just revived by offering them support to quit — if that's what they want to do. On March 10, Portland's Planning Commission voted to forward its recommendation on the Critical Energy Infrastructure (CEI) Hub Policy Project to City Council for its consideration. The CEI Hub Policy Project aims to reduce risk at the CEI Hub, which is located near the Willamette River in Northwest Portland, in the event of an accident or earthquake and support safety at Bulk Fuel Terminals in the area. The recommended Comprehensive Plan policy and Zoning Code amendments will limit expansions at existing fuel terminals and regulate transloading facilities. The Planning Commission considered over 200 verbal and written testimonies from the public and many aspects of the proposal and related context, including the state's Fuel Tank Seismic Stability program, fuel demand forecasts, and seismic standards for fuel facilities at the CEI Hub.
