Last month, community members, artists, City leaders and program partners gathered to celebrate the completion of the South and Southwest Portland expansion of the City's Public Trash Can Program. The milestone marks the installation of 150 new public trash cans, bringing convenient waste disposal options to areas that residents, businesses and neighborhood partners identified as needing them most. Community safety is a shared responsibility. Please join the Focused Intervention Team Community Oversight Group (FITCOG) for our hybrid monthly public meeting on July 16, 2026, at 6:00 p.m. at the East Portland Community Center. There will be a brief presentation on youth violence prevention and gun violence in Portland, including strategies for reducing gun use, healing, and reconciliation. The Portland Police Bureau’s Focused Intervention Team (FIT) will also provide a monthly summary covering use of force, stops, missions, training, and community engagement. Portland Permitting & Development is releasing a draft administrative rule for public review and comment. This rule will guide enforcement of a new policy that was adopted by the Portland City Council in December 2025. Portland City Code Chapter 5.80.060 prohibits "the release or deposition of chemical residues or other substances beyond the detention facility premises." It also forbids "contamination within any structure located on or adjacent to the detention facility that, in the determination of the City, renders the structure unsafe, uninhabitable, or a threat to public health." This chapter provides for civil penalties to be assessed to property owners when a violation occurs. The proposed policy sets processes and fines related to the release of chemical residues or other substances beyond a detention facility’s premises. Written comments are welcome through Sunday, July 26. The proposed rule seeks to make permanent a temporary rule established in February. Rates and fees pay for the vital services Portlanders rely on every day, like water, sewers, streets, parks and garbage pickup. Rate and fee increases support operations, repair and replacement to keep our city safe and sustainable. When the City’s costs to operate and maintain these systems go up, we increase our rates and fees to cover those expenses. Starting today, July 1, 2026, several rate and fee changes go into effect, including water, sewer, and stormwater, flood safety, garbage and recycling, permitting, parking, and more. As a city government, we set rates to cover the costs of providing services, not to generate profit. Fireworks are a Fourth of July tradition, but more fires are reported on this day than any other in the United States—nearly half caused by fireworks. Unfortunately, this tradition can lead to tragic consequences: property damage, harm to pets, trauma for war veterans, and injuries to children and adults, which can range from minor to severe. Fireworks usage and sales are banned in the City of Portland year-round. Please do not call 9-1-1 to report fireworks use. It is very important that our 9-1-1 system be kept for reporting only active fires and serious medical problems. Your cooperation with this will save lives. As part of its commitment to expanding economic opportunity and ensuring fair access to contracting and workforce opportunities, the City has launched a disparity study to identify systemic barriers that may hinder inclusive access to contracting and workforce opportunities for historically marginalized communities. City Council authorized the study, which is currently underway and expected to be completed in fall 2026. Keen Independent Research has been engaged to conduct a comprehensive analysis of whether disparities exist in the participation of historically disadvantaged businesses and workers in City contracting and in the local marketplace. The results will help inform City policy decisions and guide future efforts to support historically disadvantaged businesses and workers. Cooling Portland is a PCEF funded program that provides heat pump cooling units to Portland’s low-income residents, prioritizing those most vulnerable to the impacts of extreme heat fueled by climate change. Please understand that there is a waitlist to receive a unit. Eligible applicants will be prioritized based on the following risk factors: over 60 years of age, have medical conditions that increase risk of heat-related illness, and are living alone. Wondering if you are eligible to receive a cooling unit? Facing a record shortfall, Portland City Council successfully balanced the books for the upcoming fiscal year, adopting a budget of $8.5 billion that maintains critical services while making painful cuts. Adopted yesterday, the budget keeps open all Portland’s 31 fire stations, 157 parks, 11 community centers, and 11 swimming pools. It keeps all Portland police officers and investigators on the job. The budget also makes sharp reductions to many programs, including homeless shelters, parks, and police support staff. About 100 City employees will be laid off.
