Extremely oversimplified view. Mao wanted China to be an industrial superpowers. He said something like we will surpass Britain in steel output in 15 years. China devoted countless resource to get the bomb and launch a satellite by 1970, even as a poor developing nation. Mao just had to deal with the world as it is, US put sanctions on China and there was the Sino Soviet split, China found itself at odds with both superpowers
