But as a general rule, with some exceptions, Rome was mainly about power, which was imposed and maintained through force, intimidation and punishment. The land hungry system constantly devoured foreign territory, which it exploited through taxation, labor and slavery. Anyone who rebelled was mutilated, publicly executed and made an example for others. Rome's strength was not "inclusivity" nor "diversity". It was ruthless might.
