[Analysing exam frauds] [Part 1]
The problem of exam fraud is way bigger than what is being told.
Ever since the news of the NEET 2026 leak broke out, my team has been working to understand the actual scale, spread, pattern, political involvement, and finally, the conviction rate across exam frauds. We deployed multiple AI models, went through news reports, court records, CBI/ED updates, state-wise cases and local media reports.
Contrary to the popular belief, the numbers are not just bad. They are much starker than what mainstream media is telling you. What we found was not a few isolated scandals. It was a pattern. And as we lay it bare , all we can say is this: This is now decision time for the youth of this country.
1. Scale of the problem [Graph 1] - 220 fraud-hit exams!
Since 2005, we tracked a whopping 220 cases of exam fraud including paper leak, dummy candidate, OMR/result manipulation, mass cheating and organised solver gangs. 220 exams have had some fraud in the last 21 years. 220!
This is not normal. This is two decades of India telling its students: work hard, study all night, sacrifice family’s savings, travel to exam centres, stand in lines, and then discover that someone with access may have already bought the rank.
Out of these 220 exams, 87 were finally cancelled. But the pre-2015 picture is even more disturbing. Across all 72 pre-2015 exams, only 12 were ever cancelled. This means that most of the graduates, officers and doctors selected through those frauds are in service today.
Just think about that for a second.
2. Spread [Graph 2]: No state is safe, but some are damned
These 220 cases, spread across 21 states and the Centre, have impacted an estimated 9–10 crore students. We have identified 5 major epicentres of exam fraud:
Madhya Pradesh: 27 cases, of which 20 are Vyapam/MPPEB-linked
Uttar Pradesh: 19 cases
Rajasthan: 16 cases
Gujarat: 13 cases
Uttarakhand: 9 cases
And these were not small exams. These are exams that decide who becomes a doctor, teacher, police constable, railway employee, officer, engineer, or government servant. Some of the biggest exam frauds we identified include:
- RRB NTPC 2016 - 56L candidates appeared
- UP Police Constable 2024 - 34L appeared
- NEET-UG 2026 - ~22.75L registered
- SSC CGL 2017 Tier-II - 15L appeared
- UGC-NET June 2024 - 11L+ registered
Crores of students prepared for exams where the rules may not have been equal for everyone.
3. The NEET family [Table 1]: It is not 5 leaks. It is 15+.
The medical entrance exam family is the most persistently compromised cluster in this dataset. At least 15 distinct incidents are documented including NEET/AIPMT, state PMTs, AIIMS PG, NBE. No other exam family in our dataset matches this cluster for duration and recurrence across 20 years.
4. Fraud pattern [Graph 3]: The most dangerous pattern is the pre-2015 vs post-2015 shift.
This demarcation is important because 2014 saw a monumental political shift in India, and also because digitisation - WhatsApp, Telegram, phones, instant sharing exploded around this period. The nature of fraud has accordingly, transformed sharply: Paper leak accounted for 32% of pre-2015 cases but Post-2015, paper leak dominates at 70%. Proxy / impersonation dropped from 24% to 4%. Result / OMR manipulation dropped from 23% to 5%.
Earlier, exam fraud required a large physical network — dummy candidates, OMR manipulation, corrupt evaluators, fake admissions. Now, one contact with a phone camera is enough.
But the real problem is this: All the six major anti-leak laws passed in India since 2022 are primarily punitive and investigative. They criminalise leaks, OMR tampering and digital manipulation, but do not by themselves guarantee end-to-end preventive controls across paper-setting, printing, transport, scanning and tabulation.
We talk AI and Blockchain, but our papers are still being leaked at the printing press.
And that is the real scandal.
