Last week, our Co-founder and President, Kevin Wright, shared the floor with Sean Lawrence of Sazan Group and Lindsay McClure of Mid-Columbia Economic Development District, with Patrick Sterns of Patrick Sterns Clean Energy Strategies moderating. The focus of Kevin's remarks was Oregon HB 2065 and HB 2066, the community microgrid legislation that ProtoGen helped architect. These bills lay the groundwork for a new class of distributed energy resources in Oregon, giving communities a defined pathway to plan, finance, interconnect, and operate microgrids that improve resilience and unlock local economic value. The conversation also surfaced what comes next, including the Oregon PUC AR 681 rulemaking that is now translating the legislation into workable interconnection rules and tariff structures. With Oregon and Washington stakeholders in the same room, there was real appetite for sharing lessons across the river. Oregon is writing the rules for microgrids in real time (PUC Docket AR 681). It’s technical, it’s debated, and it’s exactly how durable policy gets built. Four parallel workstreams: interconnection, roles/process, operations (how microgrids operate safely and coordinate with the grid), and cost/valuation. Interconnection is getting clearer: Workstream 1 is shaping a Track A/B framework that distinguishes customer-sited microgrids from those that integrate utility infrastructure. It also advances HB 2065’s intent to allow qualified third-party engineers to conduct certain interconnection studies—not only utilities. ProtoGen’s focus: valuation that scales. If a microgrid service has measurable value, there should be a path to compensation—even if no tariff exists yet. We’ve proposed a tiered framework designed to be applied consistently across projects (not re-fought one rate case at a time). Timeline: draft language expected this summer; formal rulemaking anticipated late 2026; final rules due March 2027. In Oregon and trying to move a (community) microgrid forward? Most workforce development programs are solving yesterday's problem. They take a job title, build a curriculum around it, hand someone a credential, and call it a career pathway. Here's the issue: the job titles are lying. An "electrician" in 2026 reads engineering specs for battery storage systems, manages subcontractors, bids projects, and runs a P&L. An "aviation maintenance technician" is interpreting sensor data and making real-time judgment calls about system integrity. The job titles stayed the same. The jobs did not. At ProtoGen, we've spent 10 years building curriculum across 55 organizations nationally and we keep seeing the same pattern: the workforce is going horizontal.
