National Treasury froze R13.5 billion in equitable share funds to 69 municipalities due to mismanagement, including unfunded budgets, non-payment of creditors (Eskom, water boards, pension funds), and unauthorized/irregular/fruitless expenditure. Treasury Head of Intergovernmental Relations Ogalaletseng Gaarekwe confirmed municipalities can have funds released within two weeks if they provide signed payment plans and proof of compliance.
