You smelt metal ores into bars at a furnace (such as the ones in Al Kharid or Edgeville) and take those bars directly to an anvil to craft your items. For large-scale smelting in OSRS, the Blast Furnace in Keldagrim is the most popular method. (you can use the map on the minimap)
