That's like calling Simon & Kirby Germanphobic for having Captain America punch Adolph in the mug on the cover of his first issue.

Now, there was a promotional poster involving Captain America that implied Stan was a creator of Captain America, and this was a point of aggravation for Kirby, but no outright claim by Stan's own hand was ever written.

@KirbyKrackleArt I reread Origins of Marvel Comics specifically looking for this claim, but never found Lee saying he had anything to do with the creation of Captain America. Anyone have the quote? Lee made some dubious claims over the decades but I think Moore is the one misremembering here.

This issue of THE COMICS READER (MAR. 1966) had some pretty iconic news being reported, such as Julie Newmar's introduction as Catwoman in the Batman TV show and an unnamed Jim Shooter's (The 14-year-old Pittsburgh native) first comics work on the LEGION OF SUPER-HEROES strip.
