الرقابة الصارمة ومنع الأطفال من الخروج أو الاقتراب من النوافذ والمناطق المكشوفة، وابقائهم في مناطق آمنة أثناء التهديدات الأمنية يحمي حقهم في الحياة والبقاء والنمو. المادة (6) من اتفاقية حقوق الطفل.
