Speaking at an event on diplomacy and security organized by the Geneva Centre for Security Policy, H.E. Dr. Hend Al-Muftah @QatarPR_Geneva affirmed that #Qatar’s experience has demonstrated that even in highly polarized contexts, diplomacy can deliver tangible results, whether through humanitarian facilitation or mediation efforts across different regions, underlining that maintaining communication channels remains both possible and necessary. Her Excellency also reaffirmed that human rights and security must go hand in hand, and that dialogue and preventive diplomacy remain the most effective means to reduce tensions and promote peace, reiterating #Qatar’s commitment to serving as a bridge for dialogue and a trusted partner for peace.

At the urgent debate on the human rights implications of the unjustified attacks launched by Iran against #Qatar, Saudi Arabia, Bahrain, Kuwait, the United Arab Emirates, Oman and Jordan, the State of #Qatar strongly condemned these attacks, which constitute a flagrant violation of international law and a direct threat to international peace and security. #Qatar stressed that the targeting of its territory is inconsistent with the principles of good‑neighborliness and cannot be justified under any circumstances, particularly given its consistent approach to supporting dialogue and peaceful mediation. #Qatar affirmed the right of States to self-defense in accordance with Article 51 of the UN Charter, welcomed Security Council resolution 2817 (2026), and called for an immediate and unconditional cessation of the attacks, the protection of civilians and compensation for those affected. #Qatar also reaffirmed the interdependence of human rights, peace, security, and development, and renewed its call for de-escalation, a return to diplomacy and prioritizing dialogue. At the conclusion of the urgent debate, the Human Rights Council adopted, without a vote, the resolution submitted under the title "Human rights implications of the unprovoked attacks by the Islamic Republic of Iran against Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates and Jordan", which was co-sponsored by more than 100 States.

خلال جلسة النقاش الطارئ حول الآثار المترتبة على حقوق الإنسان جراء الهجمات غير المبررة التي شنتها إيران ضد #قطر والسعودية والبحرين والكويت والإمارات وعُمان والأردن، دولة #قطر تؤكد إدانتها الشديدة لهذه الاعتداءات التي تشكل انتهاكا صارخا للقانون الدولي وتهديدا مباشرا للسلم والأمن الدوليين، وتشدد على أن استهداف أراضيها لا ينسجم مع مبادئ حسن الجوار ولا يمكن تبريره تحت أي ظرف، خاصة في ظل نهجها الثابت في دعم الحوار والوساطة السلمية، وتؤكد حق الدول في الدفاع عن نفسها وفق المادة (51) من ميثاق الأمم المتحدة، وترحب بقرار مجلس الأمن 2817 (2026)، داعية إلى الوقف الفوري وغير المشروط للهجمات، وضمان حماية المدنيين وتعويض المتضررين. كما تجدد التأكيد على ترابط حقوق الإنسان والسلم والأمن والتنمية، والدعوة إلى خفض التصعيد والعودة إلى المسار الدبلوماسي وتغليب الحوار. وفي ختام جلسة النقاش الطارئ، اعتمد مجلس حقوق الإنسان دون تصويت القرار المقدم بعنوان: "الآثار المتصلة بحقوق الإنسان الناجمة عن الهجمات غير المبررة التي تشنها جمهورية إيران الإسلامية على الإمارات العربية المتحدة، والبحرين، وعمان، وقطر، والكويت، والمملكة العربية السعودية، والأردن"، والذي حظي برعاية أكثر من 100 دولة.

At the general debate on the human rights situation in Palestine and other occupied Arab territories, the State of #Qatar strongly condemned the mounting violations committed by Israeli forces and settlers against the Palestinian people, the attacks on Syria and Lebanon, and the expansionist policies that threaten peace, affirming that the international community's failure to hold those responsible accountable and end the occupation exacerbates these violations and weakens international legitimacy. #Qatar further reiterated that the world must not lose sight of the Palestinian cause, urging the international community to fulfil its responsibilities by ensuring restoration of all the Palestinian people’s legitimate rights, particularly the right to self-determination and the establishment of an independent Palestinian State within the 1967 borders, with East Jerusalem as its capital. #HRC61

خلال النقاش العام حول حالة حقوق الإنسان في فلسطين والأراضي العربية المحتلة الأخرى، دولة #قطر تعرب عن إدانتها الشديدة لتصاعد الانتهاكات التي ترتكبها القوات الإسرائيلية والمستوطنون بحق الشعب الفلسطيني، والاعتداءات على سوريا ولبنان والسياسات التوسعية التي تقوض السلام، وتؤكد أن عجز المجتمع الدولي عن محاسبة المسؤولين وإنهاء الاحتلال يُسهم في تفاقم هذه الانتهاكات وتقويض الشرعية الدولية. كما تشدد على أنه لا يجب أن يتناسى العالم القضية الفلسطينية، وضرورة اضطلاع المجتمع الدولي بمسؤولياته لضمان استرداد الشعب الفلسطيني جميع حقوقه المشروعة، لا سيما الحق في تقرير المصير، وإقامة دولة فلسطينية مستقلة على حدود عام 1967، وعاصمتها القدس الشرقية. #HRC61

At the interactive dialogue with the UN Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, the State of #Qatar condemned the arbitrary detentions, acts of torture, mass killings and forced displacement referred to in the report, affirming that these violations amount to war crimes forming part of a systematic pattern that requires accountability and the ending of impunity. #Qatar also called on the international community to shoulder its responsibilities, reaffirming the Palestinian people's resolute commitment to their legitimate rights, paramount among them the right to self-determination and the establishment of an independent, fully sovereign state on the borders of 4 June 1967. #HRC61

At a briefing for Member States on the humanitarian crisis in the Middle East, with a focus on Lebanon, the State of #Qatar asserted its support for efforts to strengthen the humanitarian response and underlined the importance of consolidating the principle of international solidarity and burden- and responsibility-sharing, in light of the unprecedented rise in the number of refugees and displaced persons, while expressing concern over their increasing numbers in the Middle East and North Africa and the decline in funding levels, which further exacerbates humanitarian challenges. #Qatar also called on the international community to shoulder its responsibilities and provide adequate support to refugees and their host communities, ensuring an effective and sustainable response.

في إحاطة حول الأزمات الإنسانية في المنطقة مع التركيز على #لبنان شدّدتُ في كلمتي على أن معالجة الأسباب الجذرية للنزاعات تظل الأساس لأي استجابة مستدامة، وأن الاستثمار في السلام ومنع النزاعات وتعزيز الحوار الشامل يمثل ضرورة ملحة لتهيئة الظروف للعودة الآمنة وتحقيق الاستقرار المستدام. وجددتُ التأكيد على أهمية ترسيخ مبدأ التضامن الدولي وتقاسم الأعباء والمسؤوليات، ودعوتُ إلى تقديم الدعم الكافي للاجئين ومجتمعاتهم المضيفة بما يضمن استجابة فعالة ومستدامة. فالسلام ليست ترفا ولا خيارًا ثانويًا، بل مطلبا أساسياً وحاجة ملحّة.

At the interactive dialogue with the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran, the State of #Qatar condemned in the strongest terms the Iranian attacks that targeted #Qatari territory and that of several sisterly States with ballistic missiles and drones, and welcomed the Security Council’s adoption of resolution 2817, which condemns the Iranian attacks on several countries in the region, affirms respect for the sovereignty and territorial integrity of States, and rejects attacks on civilians and vital infrastructure. #Qatar also underlined that it reserves its full right to respond pursuant to Article 51 of the UN Charter, in defense of its sovereignty and to safeguard its security, and renewed its call for an immediate cessation of any escalation, a return to dialogue, and for prioritizing wisdom, in a manner that preserves the security and stability of the region. #HRC61

At the interactive dialogue with the Independent International Commission of Inquiry on the Syrian Arab Republic, the State of #Qatar welcomed the broad access granted to the Commission by the Syrian Government and the cooperation extended to it, as this reinforces complementarity between national efforts and those of the Commission in supporting investigations into human rights violations and in providing technical assistance and expertise to the Syrian national authorities. #Qatar also commended the Government’s efforts and its cooperation with United Nations mechanisms, including the establishment of national commissions on transitional justice and missing persons, and called on the international community to continue providing technical, humanitarian and development support to Syria, to work towards the lifting of sanctions, and to take the necessary steps to halt Israeli attacks and bring Israel’s occupation of Syrian territory to an end. #HRC61

خلال النقاش العام، البند الثالث، دولة #قطر تدين وتستنكر بأشد العبارات الهجمات غير المبررة التي تشنها إيران على دولة #قطر وعدد من دول المنطقة، وتؤكد أنها ظلت حريصة على الدوام على النأي بنفسها عن الصراعات الإقليمية وسعت إلى تيسير الحوار وتغليب لغة التفاوض لحل النزاعات والخلافات، وتدعو إلى الوقف الفوري لأي أعمال تصعيدية والعودة إلى طاولة الحوار والعمل على احتواء الأزمة بما يحفظ أمن المنطقة واستقرارها. #HRC61

At the general debate, under agenda item 3, the State of #Qatar condemned and deplored in the strongest terms the unjustified attacks by Iran against the State of #Qatar and several States in the region, and stressed that it has always been committed to refraining from regional conflicts while striving to facilitate dialogue and prioritize negotiation as a means to settle conflicts and disputes. #Qatar further called for the immediate cessation of all escalatory acts, a return to the discussion table, and for action to contain the crisis so as to safeguard the region's security and stability. #HRC61

At the interactive dialogue with the Special Rapporteur on the promotion and protection of human rights while countering terrorism, the State of #Qatar underlined that its counter-terrorism approach is based on prevention and tackling root causes, while adhering to international standards and ensuring a balance between security measures and development policies. #Qatar also stressed that it will continue its efforts to curb and combat terrorism through bilateral, regional and multilateral cooperation and by supporting international initiatives, including by hosting the International Hub on Behavioral Insights to Counter Terrorism and the Office on Parliamentary Engagement in Preventing and Countering Terrorism. #HRC61
