I can now confirm that this is the case, as the "No Permit" questline AKA the No Building Questline is called the "Chapter 3 - Season 2 Intro"

Based on this set of audios it appears that the first 9 days of Chapter 3 - Season 2 will have building disabled, which explains why the no build LTM supports bot lobbies.
