Greetings to my sisters and brothers on their Statehood Day. The contribution of Sikkim to India’s development is deeply valued. Wishing the people of the state good health and prosperity. This occasion comes at a time when Sikkim is marking 50th Statehood Day celebrations. A few days ago, I had the good fortune of being among the people of Sikkim for the celebrations. The warmth I received in Sikkim will remain a part of my memory. The Central Government will keep supporting Sikkim’s growth trajectory in the times to come.

Vikram was a Scale II officer. 7 years in scale. ACR average consistently above 82%. Rural stint done. No disciplinary issues. Not a single pending matter. He applied for promotion through the seniority channel. January came. The promotion cycle started. February. Other officers in his batch started getting calls for document verification. Vikram got nothing. He assumed his documents were already complete. March. First batch announced. 20 officers promoted. Vikram not on the list. April. He called HCM. "Your file is under process. You will be informed." May. Second batch. 25 more officers. Still no Vikram. June. Third batch. Officers junior to him by two years got promoted. He filed a formal representation. July. Response arrived. "Your case was flagged for review based on a note in your file from a previous Branch Manager citing concerns about operational coordination." Vikram had never been told about this note. Not once. Not ever. He filed an RTI. The response came back with the actual remark. His Branch Manager from three years ago had written: "Officer performs assigned duties adequately but shows hesitation in taking on additional responsibilities beyond core role." That was it. That was the note that cost him one full promotion year. No formal adverse remark. No disciplinary action. No warning. No communication. Just one line. Written three years ago. By someone who had long since moved on. Sitting quietly in his file. Waiting. The system does not always reject you loudly. Sometimes it just holds a door shut. Silently. Until the cycle closes. Banking services can be outsourced due to staff shortage. But every extra Government duty must be done by bankers only, even after office hours, Saturdays, and Sundays. Regular work + Census work + target pressure. Maybe “bank employee” now means all-purpose Government staff. Bankers are employees, not machines.

One system. Two realities ? A Trade Union General Secretary’s publicly shared travel diary shows continuous tours throughout the year. Meanwhile, an RTI response reportedly indicates no formal exemption from regular office duties. This naturally raises serious concerns: 1. If no exemption exists, how is attendance being recorded ? 2. Who is marking the attendance? On what basis and under whose accountability ? 3. What punishment will be given to the person marking attendance on behalf ? And most importantly- Are ordinary employees given the same flexibility ? Public Sector Banks cannot afford even a perception of selective rules. When transparency is missing, questions will rise. When accountability is unclear, trust gets eroded. Secretary, Department of Financial Services (DFS), Ministry of Finance, chaired a review meeting with heads of Public Sector Banks (PSBs) and Senior officers of Private Sector Banks on 29.4.2026. Secretary DFS reviewed bank wise progress for various financial inclusion schemes, including PMJDY, Mudra, PMJJBY, PMSBY, PMSVANidhi, and Vishwakarma and PM SuryaGhar Muft Bijlee Yojana. Secretary DFS urged banks to expand branches in unbanked villages, especially in the North East, resolve infrastructure issues with states, and adopt vernacular digital tools for last mile reach. Secretary DFS lauded banks’ efforts in area of financial inclusion, highlighting the MUDRA scheme as a global succes and its mpact in rural and semi-urban areas, empowering entrepreneurship, reducing reliance on informal lending, and encouraging direct credit access through banks, while urging private banks to prioritize marginalized communities and actively engage in SLBC, DCC, and DLCC forums to ensure meaningful financial inclusion.

एक समय था जब यूनियन के एक इशारे पर हर एक बैंक कर्मी सड़क पर आ जाता था, अपने नेता के पीछे डटकर खड़ा होता था। लेकिन आज अधिकांश लोग सम्मेलनों और हड़ताल में हिस्सा नहीं लेते। ऐसा क्यों? क्यूंकि अब यूनियन की और यूनियन के नेताओं की कोई गरिमा, कोई साख नहीं बची है। ये बस दलाल बन गए हैं। ऐसा मैं नहीं कहता - हर एक बैंक कर्मी कहता है। और ना जाने कितनी गंदी गालियाँ तक देते हैं। जब भी कोई नया जत्था किसी सर्किल में join करता है तो ये अपना पर्चा भरवाने पहुँच जाते हैं सबके पास।हर एक यूनियन वाला बड़ी बड़ी बातें करता है की हम आपके अधिकारों की रक्षा करेंगे। लेकिन होता इसका उल्टा है - पहले से ही सारी साँठ-गाँठ हो जाती है - किसको कहाँ पोस्टिंग देनी है सब तय हो जाता है - within circle की ट्रांसफर लिस्ट वहाँ के सर्किल secretary से पूछे बिना नहीं बनती - चहेतों को घर के पास, हल्की ब्रांच दे दी जाती है और ना जाने क्या क्या होता है। और फिर यूनियन कहती है की हमारे साथ खड़े नहीं होते। अरे तुम लोगों ने अपने फायदे के लिए अपनों के साथ अब विश्वासघात करना सीख लिया है। और इसी लिए यूनियन के साथ अब कोई खड़ा नहीं होता। तुम लोग चौड़े होकर ब्रांच visit करते हो, ब्रांच वाले बस लाज-शर्म में तुम्हारी इज़्ज़त कर लेते हैं। और यूनियन की पीठ पीछे गालियाँ देते हैं। समय के साथ यूनियन को चाहिए था कि वो बाक़ी यूनियंस के साथ सभी मेंबर्स को लेकर चलती। लेकिन यहाँ तो unions की ही आपस में नहीं बनती। ऐसे में फिर यही यूनियन उस कर्मचारी के साथ की उम्मीद करती है जो पहले से management के दवाब में है। जो दिन रात काम कर करके अपनी कमर तुड़वा चुका है। अरे वो तुम्हे हर महीने अपनी खून पसीने की कमायी से छोटा सा हिस्सा देता है। और हड़ताल वाले दिन अपनी salary भी कटवाता है। और तुम लोग उम्मीद करते हो की वो ही तुम्हारी ढाल बने। सभी unions को पहले एक साथ अपने members का, बैंक कर्मियों का खोया हुआ विश्वास फिरसे जीतना होगा, उसके बाद हर एक member को एक बराबर इज़्ज़त देनी होगी - इस जन्म में इतना ही करलो तो उसके बाद उम्मीद करना की कोई तुम्हारे पीछे आकर खड़ा हो ।
