Gov: closing on similar note as colleague previously--case involves very important matters impacting the public, but need to resist being swept up in that bec law very clear and settled precedent that CMS has the ability to have voluntary negotiation processes

Gov: note that all drug manufacturers that have sued in the other cases haven't asked for a PI. So skeptical that there is this great need for a PI here.
