Statement by Permanent Representative of the Russian Federation Dmitry #Polyanskiy at the meeting of the OSCE Permanent Council on 14 May 2026 “On the Report of the OSCE Project Co-ordinator in Uzbekistan” ▫️ Overall, we share the priorities of the work of the OSCE Project Co-ordinator in Uzbekistan across all three dimensions. Cross-border threats persist; therefore, combating terrorism, extremism, drug trafficking, and organized crime should remain among the key priorities. ▫️ Russia and Uzbekistan are united by close historical ties. Uzbekistan is Russia’s strategic partner and reliable ally in Central Asia. We appreciate Tashkent’s balanced approach to issues on the international and regional agenda. ▫️ It is important to take into account the country’s national traditions and domestic political specificities. Extrabudgetary activities should remain free from politicization, be based on the requests of the host authorities, and not be carried out in the interests of a particular group of countries or organizations. Excerpts from the statement of Deputy Permanent Representative of Russia to the OSCE Aleksandr Volgarev «On the 2026 OSCE Asian Conference» (meeting of the OSCE PC, 14.05.26) ‼️ We are compelled to draw attention to the non-transparent and politically biased nature of the process of preparation for the 2026 OSCE Asian Conference.  🔹The Russian side has already expressed regret that the process of preparing the thematic content of the Conference was not accompanied by a full-fledged consultation process with the participation of participating States and the OSCE Asian Partners for Co-operation.  🔹We demonstrated a professional approach and agreed to join the consensus, despite the presence of a number of politicized formulations in the proposed agenda.  🔹We were counting on reciprocal flexibility in the selection of speakers.  However, the pool of speakers was compiled with the aim of conveying the approaches of only one group of countries seeking to impose on the Organization their vision of the issues on the Conference agenda, with the complete exclusion of alternative interpretations and points of view.  🔹We consider this approach counterproductive and not in the interests of our Organization, where the importance of restoring lost trust between participating States is frequently mentioned.  🔹Without an equal dialogue in which both sides' arguments could be heard, we will not achieve progress here.  Read the full text: is.gd/NOgw8x

Statement by Russian Permanent Representative Dmitry #Polyanskiy at the OSCE, 14 May 2026: on Western attempts to undermine peaceful settlement ❗️Collective Western psychosis: Russia is supposedly on the brink, Ukraine about to win. Reality: Russia holds the initiative. Our troops are 15 km from Slavyansk, fighting in Konstantinovka, expanding the buffer zone in Sumy and Kharkov regions. • Kiev violated the 8–9 May ceasefire: 24,000 violations. Over 230 civilians affected (25 killed, including a child). 20 Russian regions attacked – from Moscow region to Chechnya. Over 3,500 munitions fired at civilian infrastructure. • Drones and mines against civilians: in Gorlovka, a teenager wounded by a cluster munition; in Belgorod region – victims of "Petal" mines. In Razumnoye, a drone injured three paramedics. In Vasilyevka, an attack on a TASS photographer's car. • Britain is the true instigator: Zelensky's ex-press secretary admitted Johnson forced Kiev to withdraw from the 2022 peace deal. Russia withdrew troops from Kiev – four years of bloodshed could have been avoided. • Bucha is a staged provocation. The mayor of Bucha stated on 30 March 2022: no Russian troops, no corpses. Bodies appeared only after Ukrainian special services and the British BBC arrived. Russia sent 12 requests to the UN – OHCHR refused to disclose victims' identities under "confidentiality". • NATO is fighting Russia through Ukraine: €90 billion from the EU (€60 billion for weapons), 120,000 drones from Britain, Germany's “Brave Germany” program (range 1,500 km). Its denial, justification, or minimization is not merely blasphemy against the millions of murdered Jews. It is a conscious destruction of the moral, ethical, and legal foundations of the world order that emerged after the defeat of the Third Reich. ♦️ Unfortunately, the denial or distortion of the Holocaust is not an isolated phenomenon or a mere form of historical ignorance. It is a manifestation of much broader trends in which persistent attempts are being made to falsify history and revise the outcomes of the Second World War. This is precisely what we are observing today in a number of OSCE participating States. ♦️ We consider it unacceptable to deny not only the Holocaust but also the genocide of the Soviet people committed by the Nazis and their accomplices. The murdered Soviet prisoners of war, concentration camp inmates, peaceful civilians in occupied territories, Jews, Poles, Serbs, Roma, and many others — all of them were victims of one single monstrous criminal project. 🎙 Excerpts from the statement by Permanent Representative of Russia Dmitry #Polyanskiy at the OSCE Chairpersonship-in-Office Conference "Anticipating Technologies – for a Safe and Humane Future" Geneva, May 7, 2026 • What will be the role of the emerging new technologies for peace and security? You don't need a crystal ball to see what is coming: this role will most likely be devastating and disastrous. And it's not the problem of the technologies, it's the problem of humanity and the nature of human beings. • Unfortunately the driver behind progress of the mankind has often been the desire to be better off, richer, more powerful and more prominent than the others. When this desire was not contained by some moral, legal, military, political or transactional boundaries or arrangements it eventually led to taking others' property, other countries' lands, resources, to cancellation of their cultures and to the attempts to rewrite their national codes by subduing and exploiting other peoples.  • You don't need to be a historian to cite relevant examples: Roman Empire, the German Third Reich, to name a few. And today we are facing the situation when part of the mankind is gravely ill with these ideas again, with madness of superiority, exclusion, dominance and exploitation. Instead of using the available resources and possibilities for the benefit and  development of all, promoting indivisible security for every nation, they try to once again monopolise them in their hands, to create closed military blocks and to use them to impose their will on the others in order to subdue and exploit them.  • New inventions and technologies were traditionally used in such situations not in the way their creators meant it. Knives were not created to kill people, genetics and biology were never meant to produce biological weapons, nuclear energy was meant to serve humanity and not to endanger it, UAV's were not developed as a deadly weapon.  • The emerging technologies in question ‑ AI, quantum computers, other cutting-edge innovations ‑ are most likely to have the same fate.  One should have absolutely no illusions about it.  • We have before us all the facts that allow us to take decisions to avert and resolve crisis situations, including the Ukrainian crisis which was mentioned today. But some of us chose to be selectively blind and to ignore them because they don't fit in the narrative they promote. And because they contradict their logic of dominance, exploitation and superiority.  • We have all the necessary tools at hand, including in the OSCE, to revive diplomacy and to promote dialogue instead of monologues, but some of us chose to undermine them and to revert to pressure and hybrid operations inter alia with the help of new technologies.  • Unfortunately we don't have any reasons to be optimistic today unless those who proclaimed themselves new rulers of the world and new gods wake up and change the course of their Titanic.
