#Polyanskiy: We are convinced that priority must be given to combating religious intolerance. It is utterly unacceptable that the task set by the 2014 OSCE Ministerial Council in Basel — to develop declarations on combating discrimination against Christians, Muslims, and followers of other religions — still remains unfulfilled. Why does the Swiss Chairmanship-in-Office remain silent on this matter? We will not allow this issue to be brushed aside and will continue to keep it firmly on the agenda, regardless of attempts by certain Western countries to suppress it.

#Polyanskiy: It is important to understand that Islamophobia, Christianophobia, and Antisemitism are all links in the same chain. They are the product of a deeply misanthropic ideology that must not be ignored. How can European countries hypocritically speak of the need to uphold freedom of religion while, right under their noses, Kiev’s repressive policies are systematically dismantling canonical Orthodoxy? Violence against believers and clergy, the seizure of churches, and the desecration of sacred sites have become everyday realities in Ukraine. Where is the response from the relevant executive bodies?

#Polyanskiy: As for the spread of Islamophobia across the OSCE region, the situation remains deeply alarming. This troubling state of affairs is, in part, the result of certain European countries turning a blind eye to intolerance. Widely publicized incidents of Quran burnings in Denmark and Sweden are well known. We reiterate our principled stance: actions that insult the feelings of believers and incite interreligious hatred are unacceptable. No appeal to an allegedly absolute notion of freedom of speech can justify such sacrilegious acts.

#Polyanskiy: Russia’s restoration of the Khan’s Palace in Bakhchisarai turned out to be far from the “cultural catastrophe” portrayed by Ukrainian representatives. On the contrary, it was a necessary effort to remedy the consequences of negligence on the part of the Kiev regime, which had allowed this historical and cultural monument to fall into a state of near ruin.

#Polyanskiy: It must be noted that a favored narrative of Kiev and its Western “patrons” remains the alleged discrimination against Muslim populations in Russia—particularly Crimean Tatars—as well as other issues related to the Crimean Peninsula. So far have these “champions of freedom” gone that they even attempted to convince the International Court of Justice of this claim. Let us recall: on January 31, 2024, the International Court of Justice delivered its final judgment on Ukraine’s claims under the International Convention on the Elimination of All Forms of Racial Discrimination, putting the matter to rest. The Court rejected the vast majority of Ukraine’s claims and found that Russia’s policies comply with its obligations under the Convention. No discrimination against Crimean Tatars or Ukrainians in Crimea was established.

#Polyanskiy: Russia actively maintains foreign policy and business ties with Arab, Turkic, and other Muslim-majority countries. Cooperation between religious organizations and civil society institutions and their international partners continues to expand. Russia is experiencing a process of Islamic revival: mosques, educational institutions, Sunday schools, and various public organizations are being established, while Muslim organizations are becoming increasingly active in charitable work. We firmly believe that the diversity of religious traditions and historical development should serve as a unifying force for the international community, rather than a source of division.

#Polyanskiy: The Russian Federation has for centuries remained a multinational state in which representatives of diverse peoples and faiths coexist peacefully. They preserve their religions, languages, traditions, and customs—passing them down from generation to generation. Our country was a co-author of the UN General Assembly resolution that established the International Day to Combat Islamophobia in 2022, which has since been observed annually on March 15.

#Полянский: Убеждены, что первостепенное значение необходимо уделять именно вопросам борьбы с религиозной нетерпимостью. Абсолютно недопустимо, что до сих пор остается невыполненным поручение СМИД ОБСЕ в Базеле 2014 года о разработке деклараций по борьбе с дискриминацией христиан, мусульман и последователей других религий. Почему об этом молчит швейцарское Действующее председательство? Мы не дадим замотать эту тему и будем постоянно поддерживать ее «на плаву», как бы отдельные страны западного альянса ни пытались ее замолчать.

#Полянский: Важно понимать, что исламофобия, христианофобия и антисемитизм – звенья одной цепи. Это «продукт» человеконенавистической идеологии, на которую недопустимо закрывать глаза. Как страны Европы могут лицемерно говорить о необходимости соблюдения свободы вероисповедания, когда у них буквально «под носом» репрессивная политика Киева планомерно уничтожает каноническое Православие? А насилие в отношении верующих и духовенства, захваты храмов и осквернение святынь – стали на Украине повседневной реальностью? Где же реакция профильных исполструктур?

#Полянский: Что касается распространения исламофобии в регионе ОБСЕ в целом, то ситуация продолжает оставаться крайне неблагоприятной. Причем данное удручающее положение в т.ч. складывается из-за попустительства нетерпимости ряда европейских стран. Всем известны резонансные акции сожжения Корана в Дании и Швеции. Подчеркиваем нашу принципиальную позицию о недопустимости оправдания действий по оскорблению чувств верующих и разжигания межрелигиозной вражды. Никакие ссылки на якобы абсолютный характер свободы слова не могут быть оправданием для таких кощунственных действий.

#Полянский: Реставрация Россией Ханского дворца в Бахчисарае оказалась вовсе не «культурной катастрофой», как это подавали украинские представители, а необходимой мерой по устранению последствий халатности киевского режима, который довел этот памятник истории и культуры до полуразрушенного состояния.

#Полянский: Приходится констатировать, что излюбленной темой Киева и его западных «покровителей» по-прежнему является якобы имеющее место в России ущемление прав мусульманского населения – крымских татар и прочие сюжеты, связанные с Крымским полуостровом. Доходило до того, что «поборники свобод» пытались убедить в этом даже Международный Суд ООН. Напомним: 31 января 2024 года Международный Суд ООН вынес окончательное решение по претензиям Украины на основании Международной конвенции о ликвидации всех форм расовой дискриминации, расставив все точки над i. Суд отклонил практически все требования Украины и признал, что политика России соответствует обязательствам в рамках Конвенции. Дискриминации в отношении крымских татар и украинцев в Крыму нет.

#Полянский: Россией активно осуществляются внешнеполитические и деловые контакты с арабскими, тюркскими и иными мусульманскими странами. Расширяется взаимодействие религиозных организаций и структур гражданского общества с зарубежными партнерами. В России происходит процесс исламского возрождения: открываются мечети, учебные заведения, воскресные школы, различные общественные организации, возрастает активность мусульманских организаций в области благотворительности. Убеждены, что многообразие религиозных традиций и особенностей исторического развития должны быть фактором объединения международного сообщества, а не его разобщения.

#Полянский: Российская Федерация на протяжении веков продолжает оставаться многонациональным государством, в котором мирно сосуществуют представители различных народов и конфессий. Они сохраняют свою религию, язык, традиции и обычаи – передают их из поколения в поколение. Наша страна – соавтор резолюции Генеральной Ассамблеи ООН, учредившей в 2022 году Международный день борьбы с исламофобией, который с тех пор ежегодно отмечается 15 марта.

#Polyanskiy: Reliance on informally developed, non-consensus rules of observation - the so-called ODIHR “gold standard” - is unacceptable. We once again emphasize the need to develop a collectively agreed electoral methodology endorsed by all participating States.

#Polyanskiy: The Office’s electoral monitoring is marked by contradictory and biased methodologies. It has proven incapable even of defending its own observers when they are demonstratively excluded from OSCE-related international missions. This so-called monitoring - carried out exclusively by “approved” observers loyal to the host side - has become little more than a façade, a tool for legitimizing outcomes that align with the preferences of the Western majority.

#Polyanskiy: The conclusion suggests itself that instances of pressure on NGOs - particularly those raising issues inconvenient for the so-called “collective West” - are being deliberately ignored by the Office. Such a selective approach is unacceptable and undermines the very rationale for maintaining its headquarters in Warsaw.
