It’s important to note that broth CAN also include various herbs and spices, but the important thing is that the meat is simmering in the water.

How is chicken broth made? “Broth is made from simmered meats” alternately a stock involves bones also.

THEREFORE, one could argue that chicken broth(or even stock) is basically an herbal tea made with loose leaf chicken.

My points on this matter are as follows: Tea, by definition, is “a beverage produced by steeping in freshly boiled water”
