Most of your top candidates WILL receive counteroffers. When this happens, the worst thing you can do is just match the number. Do this instead:
Probe the root cause of why they were looking to leave.
"I know you mentioned company culture was a major reason for wanting to make a transition. Do you think they've made real strides in solving that concern?"
The best companies even go a step further:
They actually offer to help candidates plan their resignation talk.
They'll say something like:
"I'm happy to coach you through that conversation with your current company if you'd like."
This positions your offer as something reasonable that even their current boss would understand.
When the market's this competitive, just being straight-up with candidates tends to work better than price-matching.

@Boomieleaks @MagnificoIX pretty sure it started as a way to keep the programmers happy and then just extended to the whole company. The amenities were covered during the dotcom bubble too.
