When people think sins or crimes can simply be forgiven through prayer, fasting, or pilgrimage, personal accountability may weaken, and that mentality can directly encourage unethical behavior and heinous crimes.

Routine investigation won’t act as a deterrent. The probe should reach the main planners , who are top-placed clerics sitting in headquarters of various fanatical Islamic tanzims who , as it is known, reward such Jehadis for trapping Hindu girls with money. There is proper budget for this.
