Cambodia's Anti-Telecom Fraud Law Is Now Official Hun Sen signed the royal decree today. The law sets up tiered penalties for scam operations. Running a compound carries 5 to 10 years. Networked operations, 10 to 20. Add trafficking or forced labor, 15 to 30. If someone dies, life. People coerced into participating can be exempt from criminal liability. Those who cooperate before being charged can get reduced or dropped penalties. Authorities can freeze accounts within 48 hours and seize property tied to operations.

Cambodia's First Anti-Scam Law — What's Actually in It Cambodia's draft Law on Combating Technology-Based Fraud went before the Senate today. The National Assembly passed it unanimously on March 30. Five chapters, 24 articles. A reporter at today's Senate session shared the full draft text. I've gone through the full Khmer text. Most English-language coverage has focused on the headline penalties, but there's a lot more underneath. The law creates a full sentencing ladder from low-level fraud up to life imprisonment, bans suspended sentences, reverses the burden of proof on money laundering, and explicitly protects trafficking victims forced into scam work. Finnish Tourist Drugged and Robbed in Pattaya, Rolex Worth $20K Stolen A 30yo Finnish man told Pattaya police he was drugged and robbed after bringing two Thai women back to his hotel early Sunday morning. He said he met them at a bar, and after drinking together he blacked out. When he woke up, a Rolex worth around 700,000 baht (~$20,000) and 5,000 baht in cash were gone. Police have opened an investigation and are pulling CCTV from the hotel and surrounding area to identify the two women.

Hong Kong just made it a crime to refuse unlocking your phone As of March 23, Hong Kong police can demand passwords and decryption for any electronic device during a national security investigation. Refuse and you're looking at up to a year in prison and a HK$100,000 fine. Give a false password? Three years. The scope is wide. It covers anyone who knows the password or decryption method, not just the suspect. Journalists, lawyers, IT administrators, a spouse. No judicial authorization is required. Customs officers can also now seize materials deemed to carry "seditious intention" without anyone being arrested first. The U.S. Consulate issued a security alert yesterday warning American citizens that this applies to everyone in Hong Kong, including people just transiting through the airport. Hong Kong's security chief says these aren't new powers, just procedural improvements. Critics, including UK-based legal scholars, say the lack of any judicial oversight makes this disproportionate to any legitimate security aim.

Incarceration for contempt of court, even when valid, should not be for such an egregious length of time. When compared to the many crimes that receive little to no prison time, this cannot be considered fair or just.
