Well, a friend of mine who participated in Kursk and described it as ‘shooting people while running’ tells me about 3000 idiots trapped in these areas.
It's not a total blockade, but rather the reality that an evacuation even if possible (they have few vehicles left) will be a massacre as the roads are under Russian fire control, the lines are not solid, so some are fleeing in small groups on foot, which is why so many are trying to disguise themselves as civilians or crawl through the crop fields.
