Update about the current situation: Even after all the evidence against WaretaGarasu or Francesco Basile, PayPal has denied my request for help. Instead, they are currently insisting that I pay the 350 USD that I supposedly owe them because of the scammer's charge-back. I am still banned from using PayPal, I advice others to be cautious when relying on PayPal.
