The hood rats and thugs of today responsible for the modern 13/50 statistics never even experienced those laws, yet you'd still point the finger at that as the primary cause, ignoring the real factors: black culture glorifies distrust towards police, gang violence, drug use, materialism, sexualising women, etc. At some point, you have to look at current causes in order to find real solutions.
