No he isn't, that was the Lollapalooza's bodyguard for all the artists (Not exclusively Chappell) and there's actually no evidence of them together, but you can see he was the one who protected Sabrina at her arrival bc she was at Lollapalooza too.

🚨The security guard involved is not part of Chappell Roan’s team. He was hired by Lollapalooza to provide security for artists at the festival not specifically for Chappell and was also seen arriving with Sabrina Carpenter when she arrived in Brazil.
