Winnipeg Police Service will develop a kirpan policy after receiving a legal notice, following an incident in which a Sikh applicant was denied entry to a recruitment exam for refusing to remove or store his kirpan.
Jaspal Singh Gill, represented by the World Sikh Organization of Canada, filed the notice on May 11, 2026, arguing the decision violated his Charter rights and the Manitoba Human Rights Code. He maintained that the kirpan is a protected religious article, not a weapon.
Winnipeg Police confirmed on May 22 that they are updating procedures to accommodate kirpan wearers, aligning with practices used by the RCMP and a 2006 Supreme Court of Canada ruling that affirmed Sikh religious rights.
