This item is literally the biggest IQ check of all time anyone that thinks this item will break the game or is super op and every champ should build it doesnt know how items work. i might be missing a champion but really the only champions that can realistically make this item work are kaisa and katarina. The reason for kaisa is she uses all the stats well and is the best user of the statik passive. even then it most likely wont be game breaking as this is still lower damage for her than other first items. Katarina on the other hand could be pretty strong with this item but it only really starts to come into effect when kat starts adding other items into her build. so she will be building a weaker first item for the chance to have a good ultimate later in the game, which still will just be stopped as it is in any other game and if it isnt its not the statik shiv thats killing you. Even still one or two champs being strong with an item doesnt mean its game breaking as it can be fine tuned. The passive isnt so drastically broken that it would be worth for any other champ to build into a WORSE item just for a passive that can proc their on hits. League doesnt work like practice tool. you are not gonna have perfect scenario where 4 people line up next to each other with your heartsteel procced (very short range) so you can get it with one shiv proc. even if thats the case you would be building into a terrible item for your champion just for the chance of that occuring. There were items that were gonna be so insanely op and break the game this season during practice tool tests last season yet there wasnt any one item that completely broke the game. the closest thing was dusk and dawn and while it was strong it never completely broke the game and was only strong on a couple champs and was quickly fixed.
