The new Khamenei now has new leverage: closing the Strait of Hormuz to deny all non-Chinese navigation. This is a first-order strategic failure by the president; he must come to Congress with a plan to end his war of choice & ensure freedom of transit in the Strait, as international law requires.

The administration’s sophomoric strategy has created two problems:
1) There’s a new Khamenei, and he’s worse than the old Khamenei
2) The new Khamenei now has another ‘nuclear’ option, in addition to enriching the still at-large uranium: close the Strait of Hormuz for non-Chinese oil transit.
Kharg Island may be the strategic off-ramp for these unforced errors. Kharg is the export site for nearly all Iranian crude oil, much of which goes to China. Before the president travels to Beijing in a weakened position at the end of this month, he should present for congressional approval a plan for ending this war of choice and preventing Kharg Island from remaining as the energy center of gravity for the Beijing - Tehran axis.

Americans are watching politicians mistake military might for sound strategy, again. Congress must take back the steering wheel to establish bipartisan Iran policy. But the Speaker’s only response to date is ‘don’t call it a war.’ Sounds like something the Duma would say.

Donald Trump has replaced an 86-year-old terrorist dictator with a 56-year-old terrorist dictator. Mojtaba Khamenei is a radical Shia Islamist who is committed to hard-line clerical rule at home and to exporting the Islamic Revolution abroad. He has deep, decades-long ties to the IRGC & Basij. He is personally implicated in the torture and murder of tens of thousands of Iranians; and has directed the repression of millions more. The younger Khamenei has less popular legitimacy and is more beholden to extremists than even his father. Weak and insecure at home and abroad, the new Supreme Leader is likely to escalate proxy attacks and race for nuclear capability.
