The Twelver Shīʾah do in fact mass takfīr all Sunnīs, all Twelver Shīʾī scholars agree that anyone who rejects their doctrine of Imāmah will spend an eternity in hellfire.
This mass-takfīr was stated even by their highest authorities within Irān, like Abū al-Qāsim al-Khūʾī.
As for your claims: Sh Sulaymān b. Saḥmān’s takfīr was on the Young Turks and their armies and not the general Ottoman population, whilst Sh Ibn Bāz made takfīr on Ṣaddām for being a Baʿathist and did not takfīr the ʿIrāqī people. Nothing extreme about either of those fatāwā.

Unlike contemporary Asharism, Maturidism, or Shiism, Wahhabism explicitly says that Muslims who do not accept tawhid as defined by Ibn Abd al-Wahhab are WORSE than the mushriks who fought the Prophet ﷺ. Wahhabi authorities historically have mass takfired Muslims to justify allying with kuffar against those Muslims, e.g., Ibn Sahman's 1915 fatwa takfiring the Ottomans to justify alliance with their enemies, the British, Bin Baz's fatwa takfiring Iraq to justify alliance with the US, etc. This kind of politicized mass takfir is unique to Wahhabi groups (Madkhalis, Daeshis, Haddadis, etc.). Obviously I also condemn any country or non-Wahhabi group that justifies allying with kuffar against Muslims.

But shias in general includes from Ali's army combatants to today's Iran and takfir is forbidden under this context
