CLOSURE OF ANTI-MONEY LAUNDERING SEMINAR The Directorate of Criminal Investigations (DCI) today officially concluded a week-long Anti-Money Laundering (AML) investigation seminar for Sub-County Criminal Investigations Officers (SCCIOs), held concurrently in Mombasa, Naivasha, and Kisumu. The training forms part of sustained national efforts to strengthen Kenya’s capacity to detect, investigate, and dismantle money laundering networks, as well as counter terrorism financing and proliferation financing threats. The seminar comes against the backdrop of Kenya’s placement on the Financial Action Task Force (FATF) grey list in February 2024, a designation that signalled strategic deficiencies in the country’s AML/CFT framework. Participants engaged in frank, solution-oriented discussions examining gaps in investigations, prosecutions, inter-agency coordination, and regulatory enforcement, while also identifying practical pathways to close those gaps. While officiating the closing ceremony at the Kenya School of Government in Mombasa, the Director of Criminal Investigations, Mr. Mohamed I. Amin, underscored the urgency of reinforcing Kenya’s anti-money laundering architecture. He noted that the grey listing not only exposed systemic weaknesses but also cast a shadow over investor confidence, financial stability, and the country’s global reputation. The Director highlighted key legislative and policy reforms already undertaken, including the 2025 amendments to anti-money laundering laws, which introduced stricter beneficial ownership disclosure requirements, enhanced monitoring mechanisms, and stiffer penalties for non-compliance. On the operational front, he pointed to significant strides in strengthening enforcement capacity. Over 500 officers have undergone specialised financial investigations training, while the Financial Investigations Unit (FIU) continues to be modernised through improved case management systems and alignment with international best practices. In Naivasha, Director of Investigations Bureau, Mr. Francis Ndiema, reiterated the critical role investigators play as the first line of defence in safeguarding the integrity of Kenya’s financial system. He warned that grey listing carries far-reaching consequences, including reduced foreign investment, heightened scrutiny of financial transactions, and increased cost of doing business. He challenged officers to translate the knowledge acquired into actionable intelligence and results-driven investigations. Meanwhile, in Kisumu, Director Inspection, Mr. Isaack Mwenda Meme, emphasised the reputational and economic risks associated with the FATF grey list, urging officers to serve as champions of integrity and professionalism within their respective jurisdictions. He called on participants to cascade the knowledge gained to their teams, thereby amplifying the impact of the training across the country. The successful conclusion of this seminar marks a significant step in the DCI’s intensified campaign against financial crime. It reaffirms the Directorate’s commitment to strengthening investigative excellence, closing enforcement gaps, and positioning Kenya for eventual removal from the FATF grey list, an outcome critical to restoring investor confidence, safeguarding the economy, and protecting the integrity of the nation’s financial system.
