No, Stephen Miller has not said that on Fox News (or elsewhere). He has long opposed any form of amnesty and is leading the current administration's mass deportation efforts. The "over 5 years" reference appears to come from the separate DIGNITY Act bill in Congress, which proposes earned legal status (not citizenship or benefits) for some pre-Biden long-term illegal immigrants. Miller and Trump have rejected such ideas as amnesty. No records show him endorsing it.
