Today, accompanied by Mr. Patrick Kilemi, Principal Secretary, State Department for Co-operatives, I appeared before the Senate Standing Committee on Trade, Industrialization and Tourism, led by Sen. Issa Boy Juma, to brief the Committee on ongoing SACCO sector reforms, the status of Metropolitan National SACCO, and the recovery and stabilization process at KUSCCO. On SACCO reforms, the Ministry is advancing legal, policy and institutional changes anchored in Sessional Paper No. 4 of 2020 on the National Co-operative Policy and the Co-operatives Bill, 2024. These reforms are aimed at improving governance, strengthening SASRA, enhancing member protection, supporting better supervision, and introducing stronger safeguards such as a SACCO Deposit Guarantee Fund, a Central Liquidity Facility, a Shared Services Platform, a SACCO Stabilization Fund, and a digital Co-operative registry. On Metropolitan National SACCO, I briefed the Committee that recovery efforts remain active through administrative, judicial and investigative channels. Investigations by the Directorate of Criminal Investigations are ongoing, surcharges have been issued against affected parties, and related matters before the Co-operative Tribunal are being pursued in accordance with the law. On KUSCCO, I updated the Committee on the recovery and stabilization programme following the forensic audit and reconstruction of accounts. Although the recovery journey is complex, progress has been made through governance reforms, verification of claims, cost rationalization, asset recovery, debt restructuring, legal action, and partial refunds to SACCOs and members. The Government remains committed to ensuring that accountability is pursued, funds are recovered where possible, and the SACCO movement is protected from similar failures in future.

I began my day-long development tour of the Kanyamwa Kologi Ward in Ndhiwa Constituency by opening the Dunga Primary School ECD classroom, part of the 161 ongoing Phase 2 of the Ondoa Kaunda Classroom Initiative. In Kanyamwa Kologi Ward, my administration has implemented several key development initiatives, including the construction of 15 modern ECD classrooms, the establishment of 6 community water projects, and various economic stimulus projects within the market centers. Additionally, we are working on repairing roads damaged by heavy rains and rehabilitating the Rambusi Water Project.
