Displacing the state workforce and legislative staff creates a recruitment crisis that undermines the daily functions of government. Infrastructure Vulnerability: With worst-case flood projections reaching 22.5 feet, critical assets like the Juneau International Airport and the wastewater treatment plant are at risk. A capital cut off from its primary supply chain (air and sea) during a natural disaster cannot effectively lead the rest of the state through a crisis. The Billion-Dollar Gamble: Reliance on a proposed $613 million to $1 billion "lake tap" tunnel—a project with a decade-long timeline and uncertain geotechnical feasibility—is a high-risk strategy.
