It demands DOCUMENTARY PROOF OF CITIZENSHIP. That means your driver's license isn't good enough. Your REAL ID isn't good enough. You need a BIRTH CERTIFICATE or PASSPORT — which 21 million Americans don't have handy.  That's not voter ID. That's a wholly different policy regime that requires adequate time and resources to implement properly — or millions of lawful voters will be unfairly barred from the ballot booth.
