The reason it happened is because UC system sends its own employees to embed inside these low-performing (heavily undocumented immigrant) schools where they help the kids fill out college applications, craft essays, consult on financial aid, etc.
Mission High School is one of the schools listed on the Early Academic Outreach Program website for UC Berkeley.
And you, the sucker, are still surprised when your 4.5 GPA student doesn't get in.

New York has such insane tennet laws that this is going to become a pseudo grab to destroy private property.
You rent part of your home, suddenly the tennet starts complaining to the local renter's board (managed by a communist NGO) about the condition of the place. Then they come in, demand remodeling, you can't afford to do it, they sue you and manage the property themselves as an affordable housing complex.
