NEW: USTR @jamiesongreer speaks about the tariff plan with @BloombergTV. * Says there will be a proclamation in the "coming days" enacting the 15% tariff "where appropriate" -- signaling the administration won't fully enact the 15% rate Trump demanded on Saturday * He said the goal is "continuity" in tariffs, ie: replacing the rates struck down * He in particular dodged whether the EU would rise to that 15% rate.
