Under the FIFA Laws of the Game, a player can be punished for a careless or reckless challenge depending on the force and intensity used. Stepping on an opponent's calf, shin, or lower leg does not automatically mean a red card. Referees must consider the speed of the challenge, the point of contact, the amount of force, and whether there was any serious foul play or intent to endanger the safety of the opponent. In this case, the contact is unfortunate rather than malicious. Messi immediately raises his hands, acknowledging the accidental nature of the collision. That isn't what determines the decision, of course, but the replay supports the view that he was genuinely trying to play the ball. A red card is reserved for serious foul play, excessive force, or challenges that clearly endanger an opponent's safety. This incident simply doesn't meet that threshold. At most, it's a careless or, depending on the referee's assessment of the intensity, a reckless challenge,not one worthy of a dismissal. Considering everything Messi produced in the match, it's surprising that this challenge became such a major talking point. From a refereeing perspective, the correct analysis comes from the full video, not a single freeze frame.”
