But the cop is in the wrong. He never fight him in the commission of an act that violates the law that would justify a traffic stop. He was not on a roadway so there for he can or can not confirm rather plate was flipped up or down while driving. This is an illegal stop and the cop knows it that’s why he’s stumbling to find words to justify it.
