Here's why: The first 100,000 electric vehicles exempt from import duty will not go to ordinary Kenyans. They will be gobbled up by the same government officials who will rush to order fleets of expensive EVs, charge them to the taxpayer, and call it "green policy." The cap will be exhausted before a regular Kenyan even realizes it existed. Kenya doesn't have public transport. What we call public transport is entirely privately owned. So who exactly is this policy for? The matatu owner in Kibera? The boda boda rider in Kisumu? Absolutely not. A genuinely impactful policy would invest in state-owned public electric transport, not hand duty waivers to a market that the wealthy will dominate.
