Implication: sanctions don't exist in a vacuum. If the international community wants to empower citizens on the ground, the policy must be paired with a clear, resonant strategy. Without winning the "narrative battle," these tools risk silencing the very voices we aim to amplify.

3/4 The findings suggest that when people are exposed to both messages, sympathy for anti-government protests actually declines, even among government critics. Instead of rallying support for human rights, this "narrative noise" can lead to confusion and political demobilization.

Finding #3: We often assume international cooperation is the key to winning public support for sanctions, but my findings show that framing sanctions as "multilateral" didn't boost support. A simple cue about international coordination wasn't enough to change people’s minds.
