Districts in a state are arbitrary in physical size/shape but must have roughly equal populations (Typically 500k people). A large city will be split into many districts and include nearby suburbs and rural areas.

If a state is 90% farmland, run by "red" voters and the one major city is 60% of the population, all blue voters, saying blue should win is ridiculous. They now have control over the 90% run by someone without their views or ideals.
