THEY LEAKED THE REPORT BECAUSE NOBODY WOULD READ IT OFFICIALLY In February 2018, ten clinicians at the Tavistock's Gender Identity Development Service (GIDS) knocked on Dr David Bell's office door, one by one. They were too frightened to be seen together. Some refused to meet him at the Tavistock itself. They told him children with complex mental health needs, autism, depression, eating disorders, were being fast-tracked toward puberty blockers with almost no proper clinical investigation. Dr Bell, a senior consultant psychiatrist and elected Staff Governor who had worked at the Tavistock for over 25 years, did what any responsible doctor should do. He wrote a report. The Tavistock's response was, by every account, the institutional equivalent of a pub landlord spotting a health inspector and immediately setting fire to the kitchen. They tried to silence him. They blocked his emails to GIDS staff. They had someone travel to Manchester to spy on him at a conference. They removed a book he had contributed to from the Tavistock library. They told him he was not allowed to speak publicly on anything outside his direct NHS employment. Then they opened disciplinary proceedings against him, and dropped them only when he retired in January 2021. Dr Anna Hutchinson, a senior GIDS clinical psychologist, was one of those original ten. She had already raised concerns through the Trust's Freedom to Speak Up guardian in 2017. Nothing happened. Colleagues who did the same were scapegoated and labelled troublemakers. Still, more clinicians came forward. When journalist Hannah Barnes (@hannahbbc) and BBC Newsnight (@BBCNewsnight) reported on the leaked Bell report in 2019, the dam broke. The Care Quality Commission @CareQualityComm inspected GIDS, rated it inadequate, the lowest possible rating. The Keira Bell High Court case ruled under-16s could not meaningfully consent to puberty blockers. Dr Hilary Cass began her independent review. In July 2022, NHS England announced GIDS would close. It did, in 2023. Entirely. An NHS service that treated thousands of children and young people, gone. No comparable case exists in NHS history. No other whistleblowing chain has resulted in the complete shutdown of a national clinical service. The clinicians who were called troublemakers, ideologues, and bigots for raising safeguarding concerns turned out to be right. The institution that called itself a pioneer in children's mental health turned out to be running a service the regulator deemed unsafe. The people who tried to suppress the report are still not named publicly. The people who wrote it had to crowdfund their legal fees. That is how institutional accountability works in the NHS.
