I am writing to formally raise serious and escalating concerns regarding the regular Thursday events held at your premises in Braintree Town, where your hall is rented to Care4Calais. While the charitable aims of supporting vulnerable individuals are acknowledged, the manner in which these events are currently being conducted is having a significant and increasingly detrimental impact on the safety, wellbeing, and confidence of the local community. These gatherings regularly involve very large numbers of predominantly adult men attending at the same time. In December, it was reported that in excess of 300 individuals were transported into the town for one such event. The scale of this influx, combined with the apparent absence of appropriate planning, crowd control, or security provision, caused considerable alarm and distress among local residents. For clarity, I can provide footage to you which clearly demonstrates the scale of attendance and the volume of men present during these events. This evidence highlights the extent of the issue and the impact on public spaces, particularly around key areas such as bus stops and town centre routes. There is now widespread concern, particularly among women and young girls, who report actively avoiding the town centre on Thursdays due to feeling unsafe and intimidated. Large groups congregating in public areas have contributed to a heightened sense of vulnerability and fear. These concerns have been further exacerbated by reports that an individual attending one of these events had previously been accused of sexually assaulting a nurse. Regardless of the legal status of that allegation, its existence has significantly increased anxiety within the community and raised serious questions regarding safeguarding and risk management. The current situation is no longer sustainable. Public sentiment within Braintree is at breaking point. Increasing numbers of residents are openly discussing organised protests outside your premises, and there are growing calls to boycott donations to The Salvation Army locally. Many residents now feel they cannot safely access your services or place trust in your organisation as a responsible community provider. From a legal and regulatory standpoint, there are several serious concerns which require urgent clarification: Duty of Care (Occupiers’ Liability Acts 1957 & 1984):As the occupier of the premises, you have a legal obligation to ensure the safety of visitors and those affected by activities on your property. The scale and nature of these events raise serious questions as to whether this duty is being adequately fulfilled. Health and Safety at Work etc. Act 1974: You are required to ensure, so far as is reasonably practicable, the health and safety of both those on your premises and members of the public who may be affected by your activities. Safeguarding Obligations:As a charitable organisation, you are expected to have robust safeguarding procedures in place. The reported presence of an individual previously accused of a serious sexual offence raises legitimate concerns about vetting, supervision, and risk management. Public Order and Anti-Social Behaviour Considerations: Events involving the transportation and gathering of large numbers of individuals should involve appropriate planning, including liaison with local authorities and police where necessary. Given these concerns, it is essential that you provide clear and immediate answers to the following: What formal risk assessments are being undertaken for these events? Why is there no consistent security or police presence for gatherings of this size? What safeguarding and vetting procedures are in place for attendees? What steps are being taken to prevent intimidation or distress to members of the public? How are you engaging with local authorities and residents to address these concerns? 1/2
