Russia’s overnight attack on Dnipro and the region lasted more than six hours. A missile strike damaged an apartment block, with other civilian infrastructure also heavily hit. The attack also targeted energy facilities and residential buildings across the region. Drones struck Odesa as well, and one of the UAVs hit a vessel owned by China. The Russians could not have been unaware of what vessel was at sea. Overall, destruction was recorded across eight regions, and as of now, dozens of people across the country have been reported injured, including children. In total, the Russians used 524 attack drones and 22 missiles of various types in this strike – both ballistic and cruise missiles. Air raid alerts remain in effect across many border and frontline communities, but our services are operating wherever the security situation allows. Russia relies on ballistic missiles to strike people, and that is precisely why we in Europe must do everything possible to ensure reliable protection against this. Europe must have its own anti-ballistic systems and be self-sufficient in the face of these threats. We repeat once again: we need our own anti-ballistic capabilities and stronger Ukrainian air defense right now. This week will be focused on working with our partners to strengthen the protection of lives. I thank everyone already working on this together with Ukraine.

Our Foreign Intelligence Service of Ukraine has obtained new Russian documents assessing the aggressor state’s losses from the war. Importantly, this is specifically a Russian internal assessment – one they are trying to conceal both from the world and from their own domestic audience. The first major indicator is a reduction in active oil wells. Just a single Russian oil company – and not even the largest one – has already been forced to shut down around 400 wells. Given the specifics of Russian oil production, these are significant losses, as restarting wells in Russia is far more difficult than in other oil-producing countries. The second indicator is a reduction in oil refining of at least 10% in just a few months this year alone. We see that our Ukrainian long-range sanctions are truly effective, and we will continue to scale up this line of our active actions. The data on the banking crisis in Russia is also quite convincing: 11 financial institutions are preparing for full liquidation due to problems that cannot be resolved by other means, while another eight banks have accumulated critical issues that cannot be addressed without external resources. This year’s federal budget deficit figures also look encouraging for us, standing at almost $80 billion by the fifth month of this year, alongside the bankruptcy of a significant number of Russian regional budgets. I have also instructed the Head of the Foreign Intelligence Service of Ukraine, Oleh Luhovskyi, to share, in a format that does not compromise our sources, the obtained information on Russia’s attempts to involve global companies in resolving its financial hardship and in sanction-evasion schemes. In particular, we have recorded attempts to organize the export of grain from the temporarily occupied territory of Crimea – and, regrettably, other forms of economic exploitation of the peninsula involving entities from the United States. We will inform our partners. We are also recording attempts to bring investment and technology from democratic countries into Russia’s Arctic oil and gas projects. We know how to counter this. Today, we remember and honor the memory of all the victims of one of the most brutal crimes of the Soviet regime – the deportation of the Crimean Tatar people. A deportation that became an act of obvious genocide against the Crimean Tatar people. The year 1944 will forever remain in history as an attempt to destroy a nation – when young and old alike were thrown out of their homes and sent into an alien land. A significant part of the people died on the way, and many did not survive in the places of exile – at least one third, and that may be a very conservative estimate. We remember them. We have not forgotten, and we have not forgiven what happened. No nation deserves such a fate. And beyond that, Russia has not stopped at what it has already done – it launched a new war against Ukraine from none other than Crimea, once again trying to deprive the Crimean Tatar people, and all of us, all Ukrainians, of our home. We are defending ourselves against this, and as long as we stand together and help one another, we will stand our ground. Eternal memory to all victims of the 1944 deportation. Eternal glory to those who fight for life and defend Ukraine.
