One year ago, on July 18, 2025, at approximately 7:30 a.m., Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn tragically lost their lives in an explosion at the Biscailuz Regional Training Center Facility in Los Angeles. These dedicated detectives proudly served in the Los Angeles County Sheriff’s Department Special Enforcement Bureau’s Arson Explosives Detail, where they exemplified courage, professionalism, and an unwavering commitment to protecting others. Their sacrifice will never be forgotten, and their legacy continues to inspire all who had the privilege of serving alongside them. Detective Joshua Kelley-Eklund dedicated 19 years of service to the Los Angeles County Sheriff's Department. In 2022, he became an Arson and Explosives Investigator with the Special Enforcement Bureau, earning bomb technician certification and numerous advanced training credentials throughout his distinguished career. Detective Victor Lemus honorably served the Los Angeles County Sheriff's Department for 22 years. He transferred to the Special Enforcement Bureau in 2017, where he initially served as a K-9 Handler before becoming an Arson and Explosives Investigator, dedicating himself to one of law enforcement’s most demanding assignments. Detective William Osborn devoted 33 years of distinguished service to the Los Angeles County Sheriff's Department. In 2019, he joined the Special Enforcement Bureau as an Arson and Explosives Investigator, where his experience, expertise, and leadership left a lasting impact on those who served beside him. Today, we pause to honor these three extraordinary detectives whose courage, dedication, and selfless service defined their careers. Their commitment to protecting our communities came at the ultimate cost, and their sacrifice will forever remain a part of our Department’s history. We remember Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn with profound gratitude and deep respect. Their legacy lives on in the hearts of their families, friends, and colleagues, and in every deputy who continues the mission they faithfully served. We will never forget

@LASD SEB Air Rescue 5 responded to Hwy 138/165th St East, Llano regarding a multi-vehicle traffic collision. ESD medics assessed/treated two trauma criteria patients. Both patients were loaded into Air 5 and transported to Antelope Valley Hospital. Saving Lives Priority 1.

#LASD SEB Air Rescue 5 handled an Injured hiker near Three Points. Paramedic was hoisted down to patient. Patient was treated and hoisted out for transport to safety. Saving Lives Priority 1.

#LASD SEB Air Rescue 5 responded to a motorcycle down- San Gabriel Canyon. AR5 landed on roadway and treated the patient for injuries. He was then transported to a local trauma center. Saving Lives Priority 1

#LASD SEB Air Rescue 5 responded to N. Angeles Crest Hwy for a motorcycle down.  Patient was treated for a shoulder injury and abrasions. He was then transported to the local trauma center for his injuries.  Saving Lives Priority 1.

@LASD SEB Air Rescue 5 handling a hiker on the Gabrielino Trail near Switzer Falls who activated their SOS on their cell phone, due to possible anaphylactic shock from a bee sting. Medics were hoisted down to the trail and treated the patient. Saving Lives Priority 1.

LASD SEB SWAT canine operation in support of LASD Carson Station for an armed suspect with canine “Rocky” has concluded. Suspect in custody. Sepulveda Boulevard reopened. Neighborhood safe.

#LASD SEB Air Rescue 5 responded to a person that fell 20’ off a waterfall and received multiple fractures and head trauma.  Patient was hoisted out, treated for his injuries, and flown to the Hospital.  Saving Lives Priority 1.

#LASD SEB Air Rescue 5 responded to Angeles Hwy/ Big Tujunga Cyn Rd. for a vehicle over the side with a person trapped. The patient was extracted and treated for his injuries and flown to HMH. Saving Lives Priority 1.

#LASD SEB SWAT canine operation in support of LASD Lomita Station for a felony suspect with canine “Rocky” has concluded. Suspect in custody. Eshelman Avenue reopened. Neighborhood safe.

@LASD SEB Air Rescue 5 responded to Chantry Flats regarding a hiker suffering from heat exhaustion. The patient was hoisted into Air 5 and handed off to LaCo Fire Engine 82. Saving Lives Priority 1

#LASD, SEB Air Rescue 5 responded to Mt Baden Powell Trail regarding an injured hiker. Tactical medics were hoisted down to the patient for treatment. The patient was hoisted back into Air 5 and transported to Pomona Valley Medical Center. Saving Lives Priority 1.

#LASD SEB Air Rescue 5 responded to Strawberry peak for two hikers trapped on the side of a cliff.  Both hikers were successfully rescued and hoisted to safety. Saving Lives Priority 1!
