Sometimes, we overestimate how smart AI is. I drew a linear diagram from left to right with text boxes and various shapes, and used ChatGPT to format it. It took several tries, as it kept omitting some boxes and making typographical errors with the text but we got there in the end. I then asked several AI tools to reverse the flow of the diagram, with the shape on the extreme right now starting the flow of the linear diagram from the left, and to change the sequence of the other shapes accordingly. Chat GPT tried but despite several prompts, the connecting arrows were still pointing the wrong way. Despite several prompts, Grok had the connecting arrows flowing both ways, which didn’t make sense. Gemini said I must first sign in to my Google account before it can generate images. I did. One hour later, it is still thinking! Claude is not letting me paste the image I want to reorder in the prompt box. It only wants me to upload files or images from my laptop. After wasting two hours of my life, I went to PowerPoint and drew the reverse image I wanted jeje. Good morning.😅

This power is essential for maintaining fairness within the tax system. Without effective enforcement tools, compliant taxpayers are unfairly burdened, tax evasion is inadvertently encouraged, and government finances face undue pressure, which can lead to higher tax rates for all. The power of substitution is strictly a last-resort measure and requires the simultaneous fulfillment of the following three conditions: Exhausted process - the entire process for establishing a tax liability (enquiries, assessment, objection, final notice, and appeal involving the court) has been concluded. Final liability - the taxpayer has a confirmed, final tax liability that is legally due and payable. Refusal to pay - the taxpayer has failed, neglected, or refused to pay the debt within the written period specified by the tax authority. 𝑸8: 𝑾𝒉𝒐 𝒄𝒂𝒏 𝒃𝒆 𝒂𝒑𝒑𝒐𝒊𝒏𝒕𝒆𝒅 𝒂𝒔 𝒂 '𝒔𝒖𝒃𝒔𝒕𝒊𝒕𝒖𝒕𝒆' 𝒐𝒇 𝒂 𝒅𝒆𝒇𝒂𝒖𝒍𝒕𝒊𝒏𝒈 𝒕𝒂𝒙𝒑𝒂𝒚𝒆𝒓? The tax authority can issue a notice of substitution to any person who holds funds belonging to, or owes sums of money due to the defaulting taxpayer. Upon receiving a notice of substitution, the appointed party is statutorily obligated to either comply or formally object in writing within 30 days. The objection must specify the grounds for refusal. The legal provisions for appealing tax assessments are also applicable to the substitution notice. 𝑸10: 𝑾𝒉𝒂𝒕 𝒂𝒓𝒆 𝒕𝒉𝒆 𝒔𝒑𝒆𝒄𝒊𝒇𝒊𝒄 𝒔𝒂𝒇𝒆𝒈𝒖𝒂𝒓𝒅𝒔 𝒕𝒐 𝒑𝒓𝒆𝒗𝒆𝒏𝒕 𝒕𝒉𝒆 𝒂𝒃𝒖𝒔𝒆 𝒐𝒇 𝒕𝒉𝒊𝒔 𝒑𝒐𝒘𝒆𝒓? Various legal and administrative safeguards exist to ensure the power is controlled, subject to review, and accountable including: Due process - a mandatory due process for establishing the final tax assessment. Right to object - a statutory right for the substitute to object in writing within 30 days. Appeal rights - comprehensive appeal rights under the established tax dispute resolution framework. Taxpayer rights - protection for the taxpayer or appointed agent by the Office of the Tax Ombud. 𝐂𝐨𝐧𝐜𝐥𝐮𝐝𝐢𝐧𝐠 𝐌𝐞𝐬𝐬𝐚𝐠𝐞 The power of substitution, including its framework under the new tax laws, is a carefully controlled mechanism designed to ensure equity in the tax system. It is not punitive, arbitrary, or intended for routine administration, which is why its use has been historically rare. I have a theory: Nigerian leaders struggle to handle complexity and anything with moving parts. We can pour concrete. It’s pretty straightforward. I guess that is why people see roads being built and say that Governance is not rocket science. If roads are what they mean by governance, they would be right: it’s not rocket science. When it comes to complexity, multiple components, or moving parts, our leaders tend to struggle. For instance, electricity involves generation, transmission, distribution, metering, billing and tariff management. Complexity. We don’t handle it well. That is why, when a new governor succeeds one who has already poured concrete, they seem clueless about what to do next. Facilitating the economic activity that will make use of the roads and buildings is harder than pouring the concrete to build them. It requires brain power. Complexity hurts the brain. We don’t like it. In countries like France, most politicians would be expected to have attended one of the governance schools if they want to seek high public office. In the UK, you would probably have studied Politics, Philosophy and Economics at Oxford or Cambridge. In the USA, it would be usual for you to have attended an Ivy League university. Same as Japan and Singapore. In all these places, you would be exposed to complexity, innovation and problem-solving. In Nigeria, all you need is to have completed a course of secondary education. Did you know that you actually don’t have to have a WAEC certificate? You just need to have finished secondary education, you don’t need to have passed WAEC or even NECO. Is it surprising the quality of leaders that we have? It is not about having a PhD. Most Nigerian governors with PhDs have been thoroughly disappointing. It is more about being equipped with the skills and intellectual rigour to handle the complexity of governing others and making the best decisions on their behalf. I would suggest that we upgrade the Public Service Institute of Nigeria and the Administrative Staff College of Nigeria into proper governance schools. We should then make it mandatory that all politicians who want to occupy elective executive positions (like LGA Chairman, Speaker, Senate President, Deputy Governor, Governor, Vice President or President) must attend and graduate from those institutions before they can even seek any elective public office at all. There is no way anyone can say your income taxes will be lower or higher just using tax rates. Its ONLY the tax payer that can determine that based on deductibles purchased. The only certain thing is that if you earn at or below N800,000 per annum, you pay no income taxes. With the way this new tax is designed you can earn N10m and pay LESS income taxes than someone that earns N5m. The mistake is that many videos on social media are simply taking total income and applying the tax rates, NO! that's wrong The way to do it 1. GET total income 2. Apply deductibles, RSA, NHIS etc. 3. Get Taxable Income 4. Apply tax rates So if you earn N10m, and apply your deductibles, your taxable income falls. If you earn less, say N5m then take no deductions, your taxes are going up because you lose that 20% payroll tax credit, and you pay higher income tax per income than a person making N10m who buys deductibles. Remember, AUTOMATIC 20% OF PAYROLL IS GONE, look at the infographic below, its gone. you have to buy a deductible. Summary, you must take action from 2026
