The whole point of the rhetoric round immigration is that it has nothing to do with whether people are or are not migrating, and everything to do with encouraging people to be afraid of strangers.

They make exams and tests harder to make sure that fewer children do well. When the results come out the papers will say that standards are going down, which is teachers' fault and children are becoming stupid. In an election year the govt can say they'll make it all better.
