As the rules were coming up to a vote, Broad and Liberty published a story naming state Rep. Mike Zabel (D., Delaware) as Andi Perez's harrasser. McClinton rushed into the rules votes after Minority Leader Bryan Cutler (R., Lancaster) asked to confer about the story's publication

Speaker @RepMcClinton now reading off committee assignments. That's where bills are first considered, and with rules finally in place, those committees can now meet.

Still waiting on the vote. The electronic board has apparently been having issues recording an accurate vote today, so staffers may still be working through that.

McClinton has opened the board for voting, over loud objections from Republicans.

McClinton shutting down debate in back and forths with several members, saying they are not raising appropriate parliamentary inquiries.

@MikeSchlossberg now speaking, saying the debate has "devolved into silly season," an apparent rebuke of Bernstine.

Rep. Aaron Bernstine asking whether the House would also ban discrimination over vaccine status in the rules. Rozzi responds "technically" yes.

@russdiamond calling the rules measure "irresponsible," taking issue with a section that would limit votes on constitutional amendments to general election dates.

Rozzi's rules highlights: -Comtes will have a 12-9 D-R split, closer than before -50 reps' support can move a bill out of committee -Protections against all forms of harassment, including sexual, racial and gender-related -One constitutional amendment per bill only

Former House Speaker Mark Rozzi now speaking about the rules themselves, saying the package will "restore fairness that has been missing for many years" and make government more responsive.

Dems prevail with a 102 to 100 vote, the rules resolution is now un-amendable.

Rep. Katie Klunk (R-York) pleading with her colleagues to allow a change to the rules that would clearly lay out how the House with sexual harassment in its halls. The new Rule 2.1 generally bans members from discriminating or harassing others.

Given Miller's comments..can't help but wonder if Dems are just giving Republicans a taste of their own medicine with this first move.

Rep. Brett Miller points out that Republicans also made the rules resolution unamendable in 2019, when they had the majority.
