Well no. Because nationality was seen as requiring ethnicity back then. They wouldn't have considered him Indian which is why when India got decolonized they wanted all of the British to leave. And this included even those that had lived and worked in India for 3 gen.

It's also only bigot weirdos who hear someone mentioning a nationality or national identity and assume people must be referring to ethnicity instead. Most of the time we obviously mean the former.

We know they are up significantly for sixth form and college teachers. They will also be up for secondary schools. There might be a dip for primary but I reckon that will be outweighed by the others.
