Per a U.S. official to Axios, the structure is a 60 day MOU built on one principle Trump set: "relief for performance." Iran gets nothing upfront. During the 60 days, Iran opens Hormuz with no tolls and clears its mines. In exchange, the U.S. lifts the blockade and grants some oil waivers. Two details cut against the Iranian victory narrative. U.S. forces stay in the region the entire 60 days and only leave if a final deal is reached. The frozen billions only unlock with a verified final nuclear agreement. Iran committed to never pursue weapons and to negotiate giving up its enriched uranium. Tehran still has not confirmed publicly.
