This portfolio does not reposition around session dates. Nothing in the Checkbook Score reads a legislative calendar. The five components measure award momentum, federal revenue exposure, industrial policy and reshoring, policy priority alignment, and earnings validation. A recess moves none of them directly. It only delays the next batch of evidence. The rebalance cadence is quarterly and score-driven. The guardrails are fixed: 8% maximum position, 35% top-five cap, 2.5% floor, 15 to 20 holdings. Those numbers do not widen because Washington got quiet in August. Concentrated thematic equity carries real volatility. Mid-20s to mid-30s annualized, with drawdowns that are the cost of the strategy rather than a malfunction. The Senate is in session for one more week, then out until September 14. The House is already gone. Here is what most people get wrong about that. The legislative pipeline stops. The spending pipeline does not. Federal agencies obligate money every business day of the recess. Contracting officers award task orders against IDIQ vehicles that were competed months ago. The Defense Department posts contract announcements daily. Those obligations draw against appropriations Congress already passed, which is why the flow continues when the chamber is empty. What a recess actually changes is the ratio of commentary to data. For roughly six weeks there are no markups, no floor votes, and no hearings to react to. The noise floor drops and the award record keeps posting on schedule. For a strategy that scores on obligations rather than announcements, that is the easiest stretch of the year to read.

A continuing resolution is a funding-timing event. It is not thesis impairment. The sell rules are specific. Award momentum weakens. Federal revenue declines. Policy support fades. A program of record is cancelled or delayed. Earnings validation fails. Crowding disconnects from earnings. A CR triggers none of those on its own. It slows new starts and blocks production rate increases. Programs already under contract keep obligating against prior-year funds. The distinction matters because the market often prices a funding headline as if it were a cancellation. Those are different events with different holding periods. We hold through funding noise. We exit on data that breaks.
