We find that insurance coverage and stimulating risk reduction may go hand in hand. We provide factors which relate to natural disaster insurance purchases and flood-proofing homes separately as well as why people may take both of these actions simultaneously in France.

We find that prioritization differs according to the context of hazards and the perception of who is vulnerable. The results reveal how hard it is to prioritize certain vulnerable groups while trying to treat everyone equally. There is an implicit ethical dilemma.

There is a difference between an assumption of vulnerability and vulnerability experienced. While validating social vulnerability is still a challenge, there are discrepancies between what people think should be done to prioritize certain groups and what they have experienced.
